Hi Everyone,

 

Although my internship is coming to an end, here is another update on creating the pilot performance appraisal system.  Just as a quick review, my practicum project is working with the Maryland State Highway Administration in the recreation of their employee performance appraisal system.  We are currently preparing to provide training to all Division Chiefs/Assistant Deputy Engineers and above, throughout the state.  For me, this involves some of the logistics of scheduling and attempts to collect the names of all these employees.  I am also working closely with the external consultant to finalize his training session. The session is to focus mainly on training managers how to write performance based, performance expectations, which will be the base of their year end performance appraisal rating.  Currently, these managers have work plans, which are inconsistent, and more of a task list than measurable expectation. The session also will provide an overview of the system, this is the piece I will present at the training session, and take questions/comments from, or provide clarification to these managers.  We have already held a pilot training session with a team of SHA leaders.  Overall, the session was a success; it allowed us to see what we needed to change in our training, as well as what sort of questions/concerns to expect from other managers. In all, we expect to hold 8 training sessions throughout the month of June.

 

The pilot is still scheduled to begin July, 2007 with the first cycle; planning expectation. The manual, which I have been working on all along, is almost complete.  I have sent it out to a variety of people for feedback, and am waiting upon response.  I have also completed the performance appraisal form.  This is a three part form which is reflective of the three different stages in the performance appraisal system which will occur throughout the year (planning expectations, monitoring progress, evaluating performance).  This form has generally been accepted by the leadership I have discussed it with, but I will formally present it to the Executive Leadership Team at their next meeting.
