Hi Everyone,

 

Just as a quick review, my practicum project is working with the Maryland State Highway Administration in the recreation of their employee performance appraisal system.  I continue to work on the manual that will form the structure of the new performance appraisal system.  As I get through this writing, new issues arise as necessary decisions are realized.  It is a fairly slow process, as the new system is a major cultural change for this organization.  It is being met with some resistance, and frustration; although this is to be expected, and we work through each issue as they arise.  I have also created the new form that will be used for the actual appraisal, and development of the employee’s performance plans. Further, I have worked closely with a employee from Organizational Development to restructure SHA's current Leadership Competencies.  We compared what is currently accepted by SHA with other federal government agencies to find any gaps in the competencies, and reorganized the structure so as to make it more practical for in the appraisal process. 

 

As this system is eventually planned to be adopted by all of Maryland Department of Transportation (MDOT), we held an All-Modal meeting yesterday (March, 20th).  Representatives from each modal of MDOT were invited, we presented our work, and allowed for feedback and question.  This feedback not only helps our team currently in the development of the system, but the employee’s involvement now will hopefully help with implementation when it eventually occurs.

 

My team has met with, and presented our work also to our Leadership team, and Senior Management Team.  From which we have received feedback, guiding the work thus far.  However, my next plan it to contact the three Deputies here at the State Highway Administration to set up a one on one meeting with either themselves, and/or members of their staff for more detailed and productive feedback. In these meetings, I intend to focus mainly on the new form, and also the proposed restructured Leadership Competencies.
