The Defense Logistics Agency (DLA) is a U.S. Department of Defense (DoD) defense agency. DLA provides worldwide logistics support for the missions of the Military Departments and the Unified Combatant Commands under conditions of peace and war. It also provides logistics support to other DoD Components and certain Federal agencies, foreign governments, international organizations, and others as authorized.

Major Duties:

The incumbent serves as a Personnel Psychologist in the Defense Logistics Agency, Human Resources Strategy office (J-12), with responsibility for a variety of analytical activities relating to DLA human resources (HR) policies and programs and agency-wide human capital initiatives. Responsibilities include designing and conducting studies, management surveys, reviews, research projects, organization development services and associated advisory services. This position assists higher graded Personnel Psychologists on the J-12 staff with a wide variety of comprehensive studies, surveys, review and research projects relating to any aspect of DLA human resources management and change management initiatives. Assignments may include preparation of study goals, objectives and milestones and making adjustments as required. May also develop project plans, gather factual data and coordinate with other offices, as necessary. With the guidance of higher graded Personnel Psychologist (s), the incumbent develops and explores alternative solutions, and prepares reports which recommend action to be taken, including all necessary staff work to implement the recommendation, if approved. Identifies boundaries of problems, draws conclusions, recommends areas for further analysis and study and determines analytical methods required. Applies accepted principles, methods, and guidelines for qualitative analysis to administrative support issues and problems of program implementation at the operating or installation level. Study conclusions and recommendations form the basis for management decisions affecting the efficiency and economy of operations internal to the installation. Typical assignments will included projects such as analyzing human capabilities and limitations in the operation or monitoring of specific functions; planning a survey of a defined population to determine attitudes and reactions to alternate forms of social or occupational organization or conducting a study to determine the predictive usefulness of existing tests for specific populations. Assignments include evaluating data and reports of previous studies, analyzing the results and determining their applicability to the present project. May also develop plans for the study, experimental models, proposed tests and questionnaires; carry out statistical and other kinds of validation studies; studies, analyzes, and develops methods to improve the accuracy, adequacy, and timeliness of information and systems for disseminating information about the agency’s programs and work force to managers at many organizational echelons and/or geographic locations. Assess results and judge their applicability and value to the problem; and make recommendations and reports to higher graded Personnel Psychologist(s) or supervisor.



Qualifications:

Applicants must possess the following Basic Education Requirement:  Degree: major or equivalent in psychology for all specializations except clinical psychology and counseling psychology.

In addition to the education requirement above applicants must possess one of the following:  One year specialized experience at least equivalent to the GS-07 level in the Federal Service which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position to be filled. Qualifying experience which provided basic professional knowledge of psychological principles, theories, methods and data; skill in applying analytical and evaluative techniques.

OR possess 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in psychology. 

OR possess a combination of graduate level education and experience. (Combination of Graduate Education and Professional Experience: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. For example, an applicant with 6 months of appropriate experience equivalent to GS-7 (50 percent of the experience requirement for GS-9) and 27 semester hours of appropriate graduate education (50 percent of the education requirement for GS-9, in excess of that required for GS-7) would be qualified for a GS-9 position (assuming that there is no evidence that the attended college or university requires more than 18 semester hours as equivalent to a year of graduate study).
