fyi ________________________________________________________________________ __________________________ HUMAN RESOURCES PROJECT MANAGER CONTRACTUAL RECRUITMENT (#CONT-08) SALARY $85,000 - $95,000 Closing Date: May 19, 2008 The Executive Director of the Office of Personnel Services and Benefits (OPSB) within the Department of Budget and Management (DBM) in Baltimore is seeking an individual with expertise in human resources (HR) to assist the General Project Manager with the functional requirement development for a new human resources information technology system for the OPSB. It is expected that the successful candidate will operate on a 40-hour workweek on a one-year contract. This contractual position will perform duties as assigned by the Executive Director that will generally include, but are not limited to the following: * Assist with the development of new human resources processes to improve efficiencies and minimize the need for system modifications; * Assist in the analysis of current HR processes, which include the areas of benefits, personnel transactions, timekeeping, test scoring, and applicant tracking; * Work with the subject matter experts in each HR area to assist in the development of the functional requirements for the new system; * Update HR management staff on the project timeline, potential delays, and issues; * Assist with the validation of system requirements. The ideal candidate for this position: has a strong HR background, experience as a Project Manager, and an understanding of current HR information technology. The ideal candidate also is an organized, independent worker who is customer service oriented, with excellent written and verbal communication skills. The ideal candidate must be able to meet deadlines, manage multiple priorities, and be detail oriented. Minimum qualifications: Education: Bachelor's degree from an accredited college in Human Resources, Business Administration, Public Administration, or a comparable field of study. Experience: Three years experience as an HR generalist or manager. Experience in a large organization or governmental unit is desired. Previous experience with the implementation of an HR information technology system is preferred. Demonstrated, excellent verbal and written communication skills. NOTE: Additional graduate level education at an accredited college or university may be substituted for the required general experience at the rate of 30 semester credit hours for one year of the required general experience.
