The link below takes you to USAJOBS for the vacancy announcement.
Applicants have until March 17 at 11:59pm to apply.  The specialized
experience is not described in the announcement very well.  But an
individual who has survey/assessment experience would likely qualify.  The
experience has to be equivalent to one year of full time experience.  The
following paragraph explains more what the individual would be doing on
entry.  Resumes should be tailored to include duties performed related to
the information below.  Anyone interested in applying really needs to
thoroughly describe their experience to qualify.
 
"GS-11 engineering or personnel psychologists are assigned to projects such
as (1) analyzing human capabilities and limitations in the operation or
monitoring of specific machine functions in a man-machine function, (2)
planning a survey of a defined population to determine attitudes and
reactions to alternate forms of social or occupational organization, or (3)
conducting a study to determine the predictive usefulness of existing tests
for specific occupations. They exercise professional judgment and creativity
in applying existing theory and available methods and precedents to the
conditions and needs of a specific project. Studies typical of grade GS-11
do not involve the development of novel instruments, methods, or criteria,
but the adaptation of types which have had previous successful use in
similar situations. GS-11 psychologists evaluate data and reports of
previous studies, analyze the results, and determine their applicability to
the present project. They develop plans for the study, experimental models,
proposed tests, and questionnaires; carry out statistical and other kinds of
validation studies; assess results and judge their applicability and value
to the problem; and make recommendations and reports to their superiors."
 
 
I know this job is posted on SIOP and USAJOBS, but neither announcement is
really up-to-par for government standards.I thought I'd pass along
additional information that may help interested students apply.
