POSITION LOCATION: Baltimore, Maryland               

DESCRIPTION:  The Maryland Transit Administration (MTA) is seeking a creative, dynamic and progressive individual to manage the Recruitment and Employment Services Unit, within the Division of Human Resources.  This unit is responsible for recruitment, examinations/testing, employment, and supervising a staff of professionals.  The selected candidate will serve as the technical expert and provide advice and guidance to the MTA management team in the areas of recruitment, testing and employment for an agency that employs union and non-union employees. This position develops and supervises the development of recruitment, selection and promotion procedures and instruments that meet legal and psychometric standards and administers the same for Career Service, State temporary, contractual positions, and union positions. The unit is responsible for the following work:  Writing job bulletins, newspaper advertisements and Internet advertisements to recruit applicants; reviewing employment applications to determine if candidates meet the established minimum qualifications for the job; conducting job analysis studies; developing, administering and scoring a wide variety of selection instruments to assess candidates’ job-related qualifications in accordance with technical guidelines and standards; analyzing job information to support test validation and write technical reports to document each testing project in accordance with the Uniform Guidelines on Employee Selection Procedures; obtaining and analyzing all necessary statistics for each testing project. The unit is also responsible for all employment services including: selection plan development, interview question development, scheduling interviews, and providing guidance to hiring managers regarding the selection process. 

 

Preferred Qualifications:

Education:                                          Bachelor’s degree from an accredited four (4) year college or university. 

Experience:    Five years of professional personnel work in the areas of either job analysis, job evaluation, salary administration, employee recruitment and selection, employer-employee relations, personnel program evaluation, or personnel policy formulation.  Two years of the above experience must have been in the areas of recruitment, job analysis, test development or employment services to include test development.

 

**The ideal candidate will have experience in all of the following areas: recruitment, job analysis, test development, and employment services.   In addition, the ideal candidate will have experience managing a professional staff; experience managing multiple priorities; results oriented; experience developing and working with performance measures; experience working in a fast paced environment; experience working in a union environment; the ability to build and maintain positive working relationships with internal and external customers including union representatives; excellent interpersonal skills; ability to motivate and develop staff; ability to foster a positive work environment; fiscally responsible in managing a budget.

 

Notes:  1.  Thirty graduate semester credits from a college or university in the fields of personnel administration, business administration, public administration, statistics, tests and measurements, or psychology may be substituted for one year of experience. 2.  Paraprofessional or professional personnel management work experience may be substituted on a year for year basis for up to four years of the required education.
