Senior Talent Management Specialist (Belcamp, MD)
Responsible for sourcing, screening, and interviewing candidates for professional-level technical and non-technical positions,
complying with organization policy and government regulatory guidelines. Works with managers, helping them identify job requirements. Develops and maintains a pipeline candidate pool for future openings. Full life cycle management of the employment process
to include initiation of the requisitions as well as on-boarding of the new hire.
Qualification Requirements:
Education:
Bachelor's degree in business, or liberal arts (Psychology, Sociology, etc.), industrial relations or organizational development
Experience:
5 years of experience in recruiting and employment. Preferred experience working in technology companies.
Experience working in applicant tracking systems is highly preferred.
Skills:
Specialized knowledge in Technical/Engineering recruiting related positions to include sourcing and all applicable resource
tools
Excellent knowledge of HR and personnel practices and principles, all applicable labor, pay, benefits, health and safety laws
and regulations
Excellent knowledge of recruiting techniques and employment policies and procedures, including all applicable EEO and ADA regulations
Excellent planning, time management, communication, decision making, presentation, organization, and interpersonal skills
Strong Microsoft Office Application skills/applicant tracking. Experience with Taleo preferred.
Essential Duties & Responsibilities include, but are not limited to the following:
Screens applications/resumes; interviews applicants for open positions; completes process from sourcing to on boarding which
includes, but not limited to, background screening, job offer, first day on boarding and three month follow up interviews.
· Proactive with networking and sourcing network to obtain specialized candidates for hard to fill technical positions,
majority requiring security clearance
· Places advertisements in appropriate media sources
· Interacts with search firms and employment agencies
· Maintains job posting system
· Works closely with college placement personnel to perform campus recruiting
· Ensures pipeline is developed and maintained in an up-to-date manner at all times; pipeline is broadened on a continuing
basis.
Maintains applicant files, appropriate records and statistics, ensures all applicant tracking is updated accordingly.

Director of HR (Baltimore, MD)
Excellent career opportunity with a premier employer in Carroll County. We are looking for a Human Resources Executive
to fill the role of the Director of Human Resources. The selected candidate will possess a minimum of 10 years of experience and a strong track record of proven performance. The Director of Human Resources reports directly to the President of the Company.
Purpose and Objective of the Position:
This purpose of this position is to provide staff level managerial leadership through developing, implementing,
managing, strategic planning, guiding and evaluating human resources programs. This role is one of a generalist, strategist and consultant in human resource matters, with focus on direct impact to the profit and loss off the company. The basic function is
to plan, develop, coordinate, manager and evaluate the efforts of the HR function including employee relations, compensation, benefits, employment, management development, training, affirmative action, employee communications, legal and regulatory compliance
and Worker’s Compensation.
Major Responsibilities of the position:
1. Develop, implement, administer, and interpret all Human Resources policies, procedures and programs.
2. Ensure that all HR policies and practices and employment procedures are in compliance with federal and multiple
state laws and regulations
3. Consult, plan, implement and/or direct the following activities: staff planning, recruitment strategy, candidate
interviews, new hire orientation, compensation review and recommendations, monitoring and maintaining equitable and current salary scales, promotions, worker’s compensation, unemployment compensation, exit interviews, and terminations. Ensure that the appropriate
HR policies, practices and laws are applied.
4. Manage employment processes/interviewing/reference checks to assure meeting the company’s manpower needs and
affirmative action objectives within compliance with all federal and appropriate state legal requirements.
5. Provide direction and recommendations with regard to evaluation and implementation of related activities: employment
records, employment verification, salaries, FLSA, titles, change in status, personnel transactions, affirmative action reporting, benefit communications, benefit analysis, position profiles, etc.
6. Develop and implement an Affirmative Action Program assuring adherence to Federal an appropriate State law.
Analyze the program’ effectiveness, keep management informed of progress and make recommendations for change as appropriate.
Technical and Professional Requirements:
Knowledge of state(s) and federal laws and required compliance issues with regards to HR activities. Ability to
maintain confidentiality and use of discretion and judgment to manage sensitive information. Self-starter who is able to develop trust at all levels of the organization. Ability to analyze complex situations to identify the critical components and design an
appropriate response. Strong value-centered orientation, team player, creative ability to construct various options/choices/solutions; objectivity a must.
