The week consisted of going through the Maryland Manual Online and identifying the State Agencies from which the reclassification requests come from. There are 23 counties within the State of Maryland. There are 20 departments and 62 agencies. The major four departments called the “Big Four” are the Department of Public Safety, Department of Health, Department of Human Services, and Department of Transportation.
In addition to the structure of the State's departments, I learned about the composition of a study memorandum. Depending on the position the job analysis can include background down previously on that particular PIN such as a previous reclassification. It also includes references to interviews conducted, MS-22 (position description form), MS-44 (supervisory questionnaire), organizational chart, job description, and any relevant data collected to determine the classification.
It was also mentioned that if there was a determination resulting in a grade increase for a position. The incumbent in the position will be eligible for back-pay for how long they have been performing the work up to a full calendar year of the determination date.
