RECRUITMENT FOR:	PERSONNEL ANALYST ADVANCED/LEAD, BUDGET AND
MANAGEMENT (4505)

SALARY:				$41,126 - $63,485

CLOSING DATE:			December 16, 2005

POSITION DUTIES:  The Office of Personnel Services and Benefits,
Division of Management and Personnel Services is seeking a talented,
innovative and articulate human resources professional. This position
will be responsible for ensuring appropriate and consistent Statewide
interpretation of and compliance with personnel laws, regulations and
standards within the State Personnel Management System (SPMS);
administering statewide programs and reporting; and implementing
training programs for DBM staff and small agencies.  This position also
assists the Director with interpreation of personnel law and regulations
for all SPMS agencies; DBM regulations development and review; and
legislation review. This position will report to the Director, Division
of Management and Personnel Services.

MINIMUM QUALIFICATIONS: 
Education:   Possession of a bachelor's degree from an accredited
college or university.
Experience: Four years of professional personnel work in the areas of
either: job analysis, job evaluation, salary administration, employee
recruitment and selection, employer-employee relations, personnel
program evaluation, or personnel policy formulation.

SELECTIVE QUALIFICATIONS:
Two years of the above experience must have involved interpretation of
personnel laws, regulations and standards within the State Personnel
Management System or Transportation Service Human Resource System.
Proficiency with MS Office or related software is highly desirable.
NOTES:

*	Thirty graduate semester credits from a college or university in
the fields of personnel administration, business administration, public
administration, law, statistics, tests and measurements, or psychology
may be substituted for one year of the experience.
*	Paraprofessional or professional personnel management work
experience may be substituted on a year for year basis for up to four
years of the required education.  Paraprofessional personnel management
work is defined in the Job Evaluation Standards for the Personnel Clerk,
Personnel Associate and Personnel Technician title series.  Professional
personnel management work is defined in the Job Evaluation Standards for
the Personnel Specialist, Personnel Officer and Personnel Administrator
title series.

SELECTION PROCESS:  Applicants who meet the minimum and selective
qualifications will be included in the recruitment for this
position/function.  Successful candidates will be ranked as BEST
QUALIFIED, BETTER QUALIFIED, or QUALIFIED and placed on the employment
(eligible) list for at least one year.  The resulting eligible list will
be used to fill this position/function only.  Those interested in future
vacancies in this classification will need to reapply.  

EXAMINATION:  The examination will consist of a rating of your
education, training, and experience related to the requirements of the
